The Conditional Release Program provides comprehensive treatment and case management services to clients who have been found “not guilty by reason of mental disease or defect” (NGI), and whom the court deems appropriate for conditional release (i.e. – community-based services). The court commits adults for treatment to the State of Wisconsin’s Department of Health Services (DHS). DHS contracts with the Journey Mental Health Center to provide and coordinate CR services for Dane County residents.
The Conditional Release coordinator develops treatment plans that are reviewed and approved by the court. The plan may involve both Journey Mental Health Center and non-Journey agencies. At the court’s request, the CR Program bears responsibility for evaluating clients to assist the court in determining inpatient versus outpatient treatment. The CR Program is also a resource for the community with regard to information about the NGI law, the range of services available, legal implications, and resources.
