Session 5: Veterans Mental Health and Case Management - Friday, October 10, 2025
Description:
Wisconsin Department of Veterans Affairs Veteran Outreach and Recovery Program (VORP) covers all 72 counties and the 12 tribal nations in Wisconsin. VORP is divided into 11 regions with 11 Outreach and Recovery Regional Coordinators (ORRC), 2 Clinicians, 2 Supervisors and 1 Bureau Director. VORP focuses on connecting veterans to mental health, substance use recovery/rehabilitation programming and overall veteran wellness supports.
We work with those experiencing homelessness, who are at-risk for homelessness, incarceration, and other areas of identified struggles. All who have served in any component of the US Armed Forces, including those that have previously served and continue to serve in the National Guard and Reserve, are eligible. Any discharge status other than Dishonorable is accepted. VORP is a voluntary comprehensive case management program offering veteran advocacy and supportive wrap-around services to veterans and providers within their communities.
VORP is unique in that offices are mobile, and staff travel to meet veterans where they are at. VORP also has their own mental health clinicians that can complete mental health assessments, treatment coordination and clinical supportive services as needed. VORP is not a financial assistance program; however, VORP has limited funds available for treatment and supportive needs. VORPs ultimate goal is to assist the veteran in achieving a better quality of life and setting them up for success.

Presenter:
Cal Stammer, Veterans Program Supervisor VORP
Cal Stammer currently is employed by the Wisconsin Department of Veteran Affairs as a Supervisor in the Veteran Outreach and Recovery Program. This program focuses on veterans’ mental health, homelessness, substance use and whole health. The Veteran Outreach and Recovery Program (VORP) is a voluntary program focusing on Veterans' whole health while working on smart goals. Cal was a member of Priority Group 3 for the Governors challenge which was the start of the gun shop program. Cal currently overseas the Wisconsin Department of Veteran Affairs suicide prevention training. Cal currently represents the Wisconsin Department of Veteran Affairs for the inter-agency council for the state. Prior to working as a Supervisor with the WDVA Cal was a Regional Coordinator in Central Wisconsin from 2015-2021 in the Veteran Outreach and Recovery Program. After getting medically discharged from injuries sustained from combat in Iraq and Afghanistan Cal relocated back to Wisconsin with his family from Fort Hood Texas in 2014.
